A general answer first -- call your carrier and see if they offer some sort of repair/replacement. I dropped my TMobile PPCPE a couple of weeks ago (actually I left it on top of the car and drove off), and TMobile sent me a replacement phone for $70 plus exchange -- fantastic service since the phone was 18 months old and out of warranty. Plus the replacement phone is new with WM2003 factory-installed.
But it sounds like your service is through AT&T and not TMobile. PocketPC Techs will replace the touchscreen layer (only this layer) for $99. If the display looks OK under the cracked glass this might be all you need. If the LCD is "bleeding" you need to replace the LCD in addition to the touchscreen.
PDASmart will sell you a kit to replace the touchscreen for $75, do it for you for $95, or will replace the LCD for $199 (you must send in your phone for that).
