I've bought an unlocked Treo 600 smartphone and want to activate it on Rogers. The phone still has its Rogers SIM card. So I tried to activate on the Rogers website, but could'nt. It seems that the SIM card was still registered with the previous owner with Rogers.

Is there a way to re-activate a previously owned SIM card to a new owner and phone number?
If I activate the phone with a new Rogers SIM card, would the phone get locked to the new SIM card?
