I normally don't like to edit and post in other users replies, but since so many repeat questions are being asked, you can check out the WM5 FAQ in the stickies:
ALL of the unzipped subfolders and files contained within the downloaded .exe file are of the same name, creation date, and size as in the one from a few weeks ago. Looks like its unneeded for those who already downloaded from the Verizon site starting the last part of May.

Follow the prompts to the Samsung i730 page, then
Scroll to the bottom of the page, and click the first link under Downloads on the right hand side.
Had a pic but too big. Adding a sync device now shows this under I730...
There is a ROM update available for your Samsung i730 Windows Mobile Phone. This is an optional update that will upgrade your device's operating system to Windows Mobile 5, with the AKU2 MSFP update. To check what version you have, go to Start / Settings / System / About on your phone. If your device is using the Pocket PC 2003 operating system, click here for instructions on updating it: Samsung i730 OS Update.
If your device is currently running Windows Mobile 5, select the checkbox below before clicking 'next'. If your device is currently running Pocket PC 2003 click 'next' without selecting the checkbox below.
My i730 is now running the Windows Mobile 5 operating system

If this is true then we wont need SD's TextID.txt file to force the upgrade if already on WM5.

If you goto the Verizon site and go to My Account tab
Then select your i730 and go to the support link next to the picture of your device it still works.

Interesting paragraph at the end of the Upgrade Tool pdf file would also say we do not need the SD textid.txt file:

Enable Emergency Mode on the Update Utility
Open the “Samsung_i730_WM5_Upgrade.exe” file using WinZIP (or similar application) and extract the files into a folder on your PC.
Right-click on “VEU4.exe” and select Create Shortcut
Right-click on the new shortcut and select Properties
In the Target field, add the switch /mode=emergency after the quotation marks. The field should now read something like:
Double-click the new shortcut and follow the on-screen instructions.
If these troubleshooting steps are unable to resolve any problems you encounter with the Verizon Wireless Windows Mobile Update Utility, please contact our Wireless Data Technical Support Team.
Should make re-flashing easier. May even work to flash back to WM2003, if that utility has the same option.
So..... for those of us who already have the "unofficial/official" upgrade to WM5, will this new exe file work, or is it only good for those who still carry WM2003 on their phone? Even though the newly posted file on Vzw may be the same as the one we tried, there are too many people who have WM5 with various degrees of instability. All of us in this category are going (or want to) try the "official/official" version, regardless of how similar it is to what we have.

probando, ive got the same issue as you when i try to download from the office. i connected to my server at home and it downloads fine. i think there is a dns issue in the wild.
at home i can tracert to the ip that it is resolving to but from the office it goes nowhere.
try replacing download.vzwshop.com with 207.138.126.166... it still doesnt work for me in the office but with DNS you just never know.
