1. Soft reset
2. Do a *228, option 2
3. Back up, do a hard reset, and before restoring, check if the phone works (receives calls). If it doesn't receive calls after a fresh HR, then it is a hardware issue. If it works then, but not after a restore, then you have a software/registry issue. If you can't figure out what you may have done, you'll have to HR and reload your stuff one by one to find the offender.
