Going to the Settings from Today screen freezes Mogul. I deleted the settings folder in Windows file which stopped the freezing. ( But does nothing now when I go to settings!) After I installed the latest Rom on Sprint Mogul PPC 6800 and restored my backup Sprite registery settings and third party software when the problem started. The settings will work with a hard reset and not updating all my other third party software and registery updates via my Sprite Backup. I'm sure one of my Third party softwares is hosing my settings on the Mogul. No problems though on all other ROM versions using my Sprite backup to restore registery and third party software added. I have the version of rom with Sprint TV added.

Sprite, unfortunately, is not made for how you are using it. It is made to restore the exact same device and rom version. So by updating the rom, you have made your backup unusable. Either manually reinstall your apps and settings, or flash back to the older rom. That should do it, hopefully.
