Verizon's WS and Exchange are two different ways to get email and PIM data (contacts/appointments/tasks) "pushed" to your device.
WS is free with your data plan. I don't use it, but as I understand, you essentially need to download some software to your computer, then leave that computer continually running Outlook (and polling your mail boxes). The sync software notices changes in Outlook and sends them to your device. People posting here seem to have a lot of trouble with it, especially sending mail from the device.
WM devices are really designed from the bottom up to interface with an Exchange (corporate email) server and get true "direct push" email and other PIM data. If you don't have a corporate Exchange Server, you can sign up for a "hosted exchange" account - Google it and you'll find a bunch. Once you sign up for any of them, setup is pretty simple on the device. Mail2Web.com has offered free accounts - with some limitations on what you can do. You might try one of those. I use a Mail2Web business account and have been very happy - no headaches maintaining synced Outlook data on a server, multiple PCs, and my Apache.
