relax man, there isn't a 'theme manager', unless you've install some kind of application for it.
the 'theme manager' is actually broken into a few places in the 'Settings' department. If you take your time, you'll notice there's a way to manipulate sounds & notifications, buttons, phone, and today.
If you're trying to change the 'look' of your phone, then you'll want to go in the 'today' component under settings and fool around there. If you've downloaded theme files (normally the file extension is TSK), it should be directly on your device's folder. See pic below. Then go into 'Today' under 'settings' and fool around in there. You need to fool around to learn!
Did I mention you need to fool around to learn? That's how you got this far - from fooling around and these devices are no exception.
