Are there switches that can be used with CommManager.exe in a command line to turn radios on and off rather than opening the GUI interface and clicking the screen?

I do not know of any switches for commanager. I use AEButton Plus to remap a few of my keys. It has a very robust list of functions that include go online, disconnect internet, toggle bluetooth, toggle wifi.

I remap the IE button to 1 press disconnects internet, two presses toggles bluetooth, three presses toggles wifi.

I no longer use commangler...
