Rookie Mobile user here, so please be patient. I have been trying to download some freeware and keep running into WINZIP problems opening up CAB files and XML files. How can I get these files in Pocket PC syncing format?

Don't open them, they're not compressed files. Just run the CAB file on your Pocket PC, just like an EXE.
