What causes "The file cannot be opened" error

Anyone know or have an idea what causes the error that reads like this:

"The file ‘Whatever.exe’ cannot be opened. Either it is not signed with a trusted cert. or one of it’s components, etc"

I was using GSplayer yesterday just fine my device has not changed in anyway. No new installs, changes to settings or upgrades.

All of a sudden this morning I get this error.

I've noticed it on a few games I have. I've never took the time to investigate.

Update: It looks like my phone isn't reading all storage card correctly.

When I look at the card in file explorer it shows only one file.

But when I view the card using a card reader I can see all the files.

I had that start happening to me a couple of weeks ago... I had a build on the phone I was using for like 9 months and out of no where that started. I just hard reset. So far so good. Its not the card cause I had 3 diff. cards all do the same thing. There are more problems with this mini sd drive than anyone knows wht to do with and I cant believe they havent fixed this yet.

I fixed the issue:
It was the Storage Card2 issue.

The workaround can be found on this board.
