Hello,
I finally got my XV6700 where I wanted it to be, setup - programs..everything - almost. I have not done the ROM upgrade, I tried to put just "1 more" application on (crappy thing is, through this frustration, I cannot remember what it is I was trying to add...color me stupid!) and it locked up on me...COMPLETELY - my only option was to hard reset it. Someone was watching out for me because I did just happen to do a complete back up earlier that day.
Now I come to my question - I figured this would be a great time to upgrade my ROM. The directions say do it first as you will lose all programs - no biggie but time consuming to reload everything - I will if I have to. If I do the ROM upgrade then revert back to when I did a backup - will that backup rewrite over the ROM upgrade or will it not matter? Thanks!!!!!

The backup only backs up apps and settings, not the ROM. So once you restore it, you should be good to go with your old stuff and the new ROM.
Whoa, not so fast. The ROM Upgrade will provide a new Ext_ROM. The old Ext_ROM is backed up by the back-up software. So reloading will reload the old Ext_ROM which may or may not be what you want.
Sprite Back-up has a ROM upgrade feature which did not work for me, but may have been fixed by now.

You're much better off just reinstalling your apps after the rom upgrade. It doesn't take that much more time, certainly less time than it would take to troubleshoot a problem that can arise.
As Bob Duckworth mentioned Sprite do have an app that they say will allow you to do a restore after a ROM update, but again as Bob alluded to, there have been many reports of it not working properly.
When you do a ROM update there are many changes that can occur in the Extended ROM, registry, and other stttings. If you do a restore on top of the update you are then reinstalling the old registry with all its settings for the old ROM, overwriting changes made during the ROM upgrade. There are often changers made to other settings in a new ROM that when set back to the old ones can have an adverse affect. The Extended ROM is simply a folder full of .cab files that are launched after a hard rest or ROM update. They are are all installed to your main memory, so when you restore you are wiping out any changes made to the Extended ROM, and restoring the old one.
There is nothing written in stone that says you should not do a restore after a ROM update. I have done it, others have as well. Sometimes it works ok, but you never know what updates you may have lost. Sometimes there are minor glitches that can be worked out, usually entailing as much time and effort as it would have to simply reinstall from the beginning. Occasionally there are rather major problems to sort out.
I have done dozens of ROM updates over the years as have others, and I have found that the end result is much better when reinstalling, opposed to doing what appears on the surface as doing the easy thing and restoring.
You have just done a ROM update because you want your device to run the best it can. You have a nice clean memory with no junk files and crap clogging it up, why mess with that when you can reinstall everything and have that nice clean device.
