Your handheld device can connect to the internet via its modem (if you subscribed to that option with your cellular phone provider - your ISP). This is usually an add-on feature that may be included in your plan, or may be a monthly fee. Your cellular provider can supply the information you need to enter on your handheld device.
The Missing Sync software does not allow you to use you handheld as a dialup modem by your Mac.
The Missing Sync does allow your Mac to share its web connection via Internet Sharing with your handheld, without an ongoing subscription. The Missing Sync also allows you to connect via USB, Bluetooth and WiFi, depending on your hardware configuration.
