I've attached a zipped file containing the PHM Tools folder, and in it are the PHM Reg Edit program file, and the shortcut file. Unzip it, copy the folder to your \Storage Card\Program Files\ folder. Then move the shortcut file to \Windows\Start Menu\Programs. If you don't have a \Program Files\ folder on your Storage card, just edit the properties of the shortcut file to point to the location you have copied the file to.
