Ok. I've tried out a whole bunch of configurations and finally have gotten this to work to my liking.
Here's a write up of the steps already outlined in the thread for those of you looking for a start.
1) Go get the 6.1 VM from IBM @

Trial: WebSphere Everyplace Micro Environment ver 6.1 (MS Windows, Windows CE, Windows Pocket PC, Windows XP) is what you want.
Look for file name ibm-weme-wm50-arm-midp20-6.1.0-20060321-073242-781.exe since you have a QVGA phone and not a hi-res or smartphone. DrWowe has a thumbnail in this thread that shows how this will look. The one drawback to this version is that satellite images will not show. The version below will show satellite images.
The previous post mentioned getting ibm-weme-wm50-sp-arm-midp20-6.1.0-20060321-073117-918.exe however this causes the bottom of the screen to truncate the menu and not show the pinpoint information as in the google maps java demo. However, this version does allow you to use the 2 menu keys on the bottom of the phone to drive navigation. The version I suggest makes you tap the screen option.
Try each out and figure out which one you want. You can install both just in separate folders. I have both installed.
2) Install in your PC, the go to the folder: C:\Program Files\IBM\WEME\runtimes\61\wm50-arm-midp20
3) Extract the zip file weme-wm50-arm-midp20_6.1.0.20060317-111429.zip and copy the BIN and LIB folders to your storage card (about 3 megs). You can put this in any folder as long as the BIN and LIB folders are in this folder. The thread suggests \Storage Card\Program Files\J9\MIDP20 as the standard location.
4) Download 1.jad.txt from pc6700lover's post on 4.23.06 in this thread. Copy this file to your main phone memory root (/) and rename to 1.jad. I've included the file as an attachment for clarity.
5) Run the emulator.exe inside the \Storage Card\Program Files\J9\MIDP20\BIN. Choose install and point to the main phone memory root (/) and type /1.jad to install the 1.JAD file. This will download the Google java app and install the midlet.
6) Launch the midlet and enjoy!
7) (Optional) You probably want to create a program shortcut to launch the midlet directly from your programs list. Launch Total Commander and navigate to \Storage Card\Program Files\J9\MIDP20\BIN. Select File, >>>>> (A), create shortcut and specify \Windows\Start Menu\Programs. You can use the Tree button to find this folder. Navigate to the shortcut and rename to "Google Maps.lnk".
8 ) (Optional) Select the shortcut file and hit the notepad button in the bottom of Total Commander to edit the file. The contents of the shortcut should be the following:
256#"\Storage Card\Program Files\J9\MIDP20\bin\emulator.exe" -Xjam:run=1
If you read the install.pdf that comes with the VM you will see that this command will start the VM and run the first installed midlet.
