Some network apps trigger connect and others don't

Is there any way for the common user (namely me) to make all network apps trigger the network connection?

For instance...
Google local will not trigger the network connection. I have to start PIE or Netfront to trigger the connection, then leave it open and move over to google local.
Same thing for TN5250 app for connecting to AS400. It will not only NOT trigger the VPN connection, it won't even trigger the basic network connection. I have to go all the way in to My Workplace and slow tap on the VPN connection, choose connect and then go back to TN5250.

Any ideas or fixes or is this simply functionality that has to be coded into the app or you're out of luck?

It should be coded into the application, but if it's not Stay Connected is available for a fee, which might be easier than using PIE or another "well-behaved" application to create the connection. This app essentially provides a switchable "always on" connection.

Wounder if there is a reg edit that can be done to add a 'Connect' button next to the 'Disconnect' button that is added when you do the Disconnect/time connected reg edit. - The one that is added to the connection status bubble.

Why would people be asking about the disconnect button if they are comfortable with the "always on" hack? I've always suspected that hack could cause problems with hand-offs between cell sites, especially when moving from EV-DO to 1XRTT coverage, but haven't used it so I can't prove that.
