Is it possible to play a wave file over the phone?

I tried using TCMP and windows media player but they all mute if I start the playback.

Any ideas?

play sounds OVER the phone?
do you mean WITH the phone?
'cause I have no problems playing them with the phone...
i don't know what playing them OVER the phone would be...

If you don't have a smartphone, you have a dumb phone.

I mean if I am on a phone call, I want to playback the wave file so the guy on the other end can hear it. If you are on a phone call, the sound player is muted.
