I needed to do this to solve a specific problem with Bluetooth pairing. You may have other reasons to enable the GPS app on the 6700.
I have had a heck of a time getting my Garmin GPS 10 to stay paired with my iGuidance software. Everytime I turned off the ppc I had to set up a new pairing to get it working again (including passkey, etc., etc.). It seems a bunch of people had the 6700 working with iGuidance, but I found it a real pain. I did a bunch of Googling and came up with this solution. It involves a registry edit, so only do this if you back up your registry. It hasn't caused me any problems and has solved my pairing problem. Essentially, it enables the GPS management app that most WM5 devices have, but the 6700 doesn't. Actually, it does have it, it is just hidden (at least it is on my Telus-based 6700).
There may be a very good reason it is hidden, but I can't figure it out. If someone on the board knows why, and feels my post is going to cause problems that are beyond my comprehension, don't hesitate to call me on it.

-Fire up a registry editor (eg

-Go to: HKEY_LOCAL_MASCHINE\ControlPanel\GPS Settings
-Delete the DWORD marked "hide"
-Add a DWORD called "Group" and give it the value of "2" (dec)
The GPS panel will now show up in your connection settings.
For iGuidance users, you can now refer to this excellent thread. Scroll down to the info posted by mr_green_jean, where he quotes the setup instructions provided by the iGuidance people. Ignore the comment about not having access to the WM5 GPS app, because now you do! Also, with my device, I need to use comm port 6, not 7 - which is suggested in the instructions. Step 12 of the instructions posted in this thread also suggest the GPS app appears under Start-> Settings -> System. It actually appears under Start->Settings->Connections.

I'm not sure if my problem was Garmin's GPS 10 Bluetooth receiver or iGuidance or my Telus/UTStarcom 6700's ROM version, but I was having very little success with maintaining a Bluetooth pairing beyond one session. Enabling the WM5 GPS app did the trick for me. Good luck.
