I was able to correct the problem, but it is somewhat technical.
1. I went into the 'Advanced Configuration' for the widcomm drivers.
2. under 'Local Services' I renamed the 'Bluetooth Serial Port Service' to 'ActiveSync' (by clicking on the Properties Tab)
3. On the PPC-6700 I used a Registry Editor to HKEY_LOCAL_MACHINE, Software, Microsoft, Bluetooth, Devices.
4. Than you have to search for the key for your desktop pc (you can click on each one and look at the 'name' key to find the right one)
5. Expand it and go to 'Services' and find the 'key' that has the name 'Serial Port' and rename it 'ActiveSync'
6. Close it out and restart both the desktop pc and the PPC-6700.
7. Make sure the ActiveSync's Allow connections to one of the following, matches the widcomm's 'ActiveSync' Com Port Number.
8. Try making a connection and it should work.
