dlsreports/mspeed is giving me about 278 kbit/sec, which I thought was a bit low. I am inside an office building though and have about 1-2 bars of signal. Will test it again in the parking lot when I leave work.
278kbps is firmly in EV-DO territory. It's on the low end probably because it's peak business hours in a big city (Boston, right?). Just like 1xRTT, EV-DO is affected by the number of other users on the towers at the same time.
Try it again later on tonight, and in the mornings and see if that affects your throughput.

It's primarily dependent upon load on the base station (tower) and environmental conditions. Different devices have different abilities to pull in signal, true, but I don't think that makes a ton of difference in the throughput (unless you're in a fringe area that causes you to flick back to 1x).
I have the EV signal but sometimes it goes 1x when I'm online. I did the dslreports speed test and got a lame 69KB with the 1x signal. four more tries gave me 602, 686, 731, 702. Aw yeah.
