(I picked this up from Naigaman over at ppcgeeks.) For the XV6700, there are two bootloader series: 1.0x or 2.0x depending on your specific hardware. The two different hardware generations are essentially identical even from a fairly geeky user's perspective, so it really makes no difference whether your bootloader version number starts with 1.0 or 2.0.
Bootloader numbers I've seen on the boards include 1.00/2.00, 1.02/2.02, 1.04/2.04, and 2.05. In general, the x.04/x.05 versions (including yours) were introduced with the last round of WM5 software updates in late 2007 - these were for Bell Mobility and Verizon only. Your version 1.04 implies that the latest Verizon rom has been installed, and the 1.04 is most likely the latest version applicable to your phone.
In contrast to most software, a fully updated bootloader is not always a good thing. The bootloader version has no practical significance for the user aside from it's effects on flashing unsupported roms. For these purposes, newer is not necessarily better - the x.02 versions are the simplest, and the x.04/x.05 versions can be the most difficult.
