wow. youre making me think back now, here is the registry edits you can do without having to have a 3rd party app. However, this particular one is to change the color of the dots when you hold the stylus against the screen. However again, the rest of the system colors are in there although I do not know which one off hand is for the bars. I
thought it was basehue but cannot remember to be sure. My advice is before making any changes is to back up your registry and write down the original settings. As always, after the changes, reboot and see what you get. Let us know how it works for you.

Change the Tap and Hold Dots Color
1) Go to the
HKLM\SOFTWARE\Microsoft\Color\ key.
2) Add a Binary value called "40" if it does not already exist.
3) Set the value to "rr gg bb 00" (RGB hex values 00 to FF so "FF 00 000 00" is Red)
