i recently discovered an app thats not exactly what you were looking for for #1 but still very handy app called IIWPO (interesting interaction with previous owner)
http://wiki.xda-developers.com/index.php?pagename=IIWPO
it says its for himilaya and wallaby but i have it loaded into my extended rom just fine.

In the best case, the new 'owner' provided address and all other relevant information. If he/she didn't, at least you have the new phone number of your device.

as an added bonus my custom cab file inserts my name & address into owner info after every hard reset
i wish we had the source for this program 'cause i'd love to modify its payload. here are some of my ideas:
1. somebody changes my owner name, my 6600 sends me the txt message, a special reply lets me initiate a stealth call to the device, where i can listen in to try to figure out who has my phone
2. somebody changes my owner name, my 6600 sends me the txt message, a special reply lets me turn on the camera and have it take pictures every x seconds, a simple program could scan the images and tell if they were completly black (in a pocket or case) and upload all non-black pictures to my pic account (as well as any taken by the thief)
3. somebody changes my owner name, my 6600 sends me the txt message, a special reply connects the device to the 'net and starts agile messenger to allow me to communicate with the theif (would be nice to do this without the name change too)
those would help recover the device but this one would be just for fun
4. somebody changes my owner name, my 6600 sends me the txt message, a special reply and my 6600 cranks up the volume, locks all hardware buttons and the touch screen, makes a special entry to the startup group to restart the process on a soft reset, then recording of a male voice starts making loud 'inappropriate' sounds and the device starts displaying as much of the most vile disgusting gay porn as i can fit into the ext rom. that'll teach them to steal from me. after a preset time, it wipes the CE rom and soft resets (would be recoverable with the rom upgrader and a bootloader reset if i found it afterwards)
