There is no single answer to that. Pretty much any 3G phone is capable of tethering to a laptop, but what is best depends on carrier availability and network performance, phone selection and type.
Also tethering is acomplished in different ways depending on the phone's operating system and wether you choose to use third party solutuins to
piggyback onto your phone data plan or use the carrier's tethering service usually at extra cost of 15 to 30 dollars a month. So, the answer is not quite so simple, you need to research and shop.
For me, my 2 year old Moto Q on Verizon has been great either by cable, bluetooth, free third party option or paid monthly service. But it's not the fastest one out there, relic as it already is. Also, consider newer phones that also have WiFi in them. There are solutions (though not offered as yet by carriers) to route 3G over WiFi from your phone to your WiFi laptop also.
