They did already, sorta...?
I remember this being done about, oh, 10 years ago in the States, combining a cell phone and cordless landline handset in a single unit. Of course services were a LOT more expensive, and the phones were a lot bigger (and analogue), but the end result was the same. Only problem was, it "switched" to a cell phone too close to home, and wound up clocking wireless minutes on yer bill that you should never have gotten. I still see those units pop up at charity shops and jumble sales.
It also faces the problem that BT is hoping to address in the first place. People dropped their landline service in the outset because it was just too expensive, not to mention needless to have two numbers/accounts. One works at home AND away, the other didn't. I don't know many people that have a "Home Phone" any more, and they are quite happy. The other problem is that mobile devices do a heckuva lot more than home phones. True, this is internet, but VOIP 2 sounds great, and matches the high price you pay for it. No offense intended, but I don't see a reason to pay extra for what I already have
