Can you control the codec that's in use? It may be that the codec that the voice mail is saved as isn't supported on the WM platform. You could either see if you can install the appropriate codec or see if you can change the codec in the settings of the voice mail service.
If these play on your PC, check the properties of the file for the codec. I recall Cisco selecting a WAV codec once for Unity that wasn't on the WM devices by default and required a change on the server because it wasn't available for the smartphones.
