Your carrier's people are probably full of dung. Unless they've really crippled the phone, WiFi should work just fine without a data package. If you're on a GSM carrier, you could easily pick up an unlocked phone from a third party or install a custom ROM and just buy a voice package. You won't be able to use any data functions without the WiFi active, but that's your desire.
Now if you buy a phone from the carrier that has WiFi, they may require the data package for a certain period to offset the subsidy they give you to reduce the cost of the phone. But there's no reason that you shouldn't be able to access the Internet without a data package on WiFi unless they've really mucked the phone up. And then you probably don't want to deal with them anyway.
