Why does the amount of available "program memory" displayed in the Audiovox SMT5600 "system info" tab decreases over just a few hours of use?

When I reset my phone I have aprox 10 MB of program memory. After using several apps for a few hours the amount of program memory goes down to 3 or 4 MB, even after closing all the applications I was using. Why doesn't it go back to 10 MB ? I don't think Microsoft would be so sloppy as to allow a 7MB memory leak on a smartphone with 32MB RAM, so what the hell is going on ?
