One point in time, I had posted a warning not to buy your mpx220 on Ebay. It does not make sense anyway. One thing for sure is that your return/exchange is very limited if there is one at all.
Another is the manufacturer's waranty. I am on my third mpx220 already and thanks to the manufacturer's waranty, I was able to return and exchange my phone to a working one. Of course if you buy it from some one else, guess what, your information wont be on either Motorola's not any other carriers database and so no way to know when you got the phone.
But in your case, hey it really does not matter if it says that it is Roaming AS LONG AS T-MOBILE IS NOT CHARGING YOU FOR THE USE OF THE ROAMING.
Actually, when I am travelling, my mpx220 also roams (even though I have the national plan from CIngular) but Cingular does not charge for this roaming.
I called Cingular and they explained to me that the reason why it is Roamin is because it is using the AT&T networks (which is also now Cingular owned). But I do not get charged for this.
So ask T-mobile if this is also the case with you.
