I signed up for $4 from somebody on eBay - gave me 100 minutes good for 119 days. The eBayer claims to activate all Verizon phones, irregardless of GPS status.
I just activated on PagePlus. Just over a year ago, I cancelled my Verizon account - it was just too expensive and they wanted to replace my 7135 with a Treo ... no thanks! Luckily, I kept my 7135 to use as a PDA only until I found a more affordable provider. Lo & behold, I hear about PagePlus.
Their CS is great, and helped me reactivate my 7135! The rates are quite excellent to me, and one can carry-over unused minutes. I'd recommend these guys to anyone looking for very reasonable rates. They use Verizon towers, and will activate most any Verizon phone - all you have to do is unlock the Verizon phone.

Just go to :: Page Plus Cellular: Nationwide Prepaid Cellular :: If you already have a cell plan, they can port your number. The website is not the most user-friendly, but if you call their CS, they're very helpful.
Note - Before activating, I did check these guys out by doing an online check of prepaid services to see where they stood in customer satisfaction ratings. They are the third best rated behind Verizon & T-Mobile for prepaid. The only reason Verizon is ranked the best is because of their network and not their rates (which are way out expensive). Ironically, PagePlus uses Verizon towers, so go figure?
They will ask you if your phone is unlocked - if not, they will help guide you, but you must already know the unlocking code for your 7135. Mine unlocked using '0000.'
They activate you for free and give you 100 starter minutes that are valid for 120 days. If you add more minutes before your 120 days are up, you can carry over unused minutes from your starter allotment. Hope this is helpful.

The unlock code for most carriers is the last four digit of the phone number, by default. Other carriers will use "0000" or "1111".
If you don't know the unlock code on your 7135, it can be changed in the Service Programming, General tab - providing you know your MSL (000000 for Alltel and Verizon handsets).
