You may want to take a look at the KWC 7135 FAQ, specifically this item as well as this item. Follow the instructions to a T and you should be good to go.
Also, another trick I found helpful in debugging dialup connections is to temporarily replace the phone number of the dialup service with the number of your desk phone, then when you try to connect you will see whether your desk phone rings or not. If it rings, it means the phone is dialling out successfully, and your problems are somehow ISP/setup related. If it never rings it means that you can't even dial out and your connection is definitely not setup correctly.
