I found the readme via google, from http://www.cdma-ware.com/pic/kwpst.txt which is a Russian site that sells alot of different software packages for different vendors for $199.
I didn't buy it, nor do I have my own copy of 3.5.

These version numbers refer to KWPST which stands for Kyocera Wireless Phone Support Toolkit. This is software that resides on a computer, not on the handset. It is proprietary software, intended for use only by authorized Kyocera technicians. It is used to flash the phone's firmware (and other technical phone-repair issues). It is not software intended for use by consumers.
Sure, but the ROM was never intended to be altered...
...and we do it anyway. A lot of us in here are computer savvy....probably anyone with a 7135 should be...and even though the software you refer to is intended for techs there are a few of us who may want to look into firmware/ROM issues.
Why carry around apps we do not use in ROM? That is wasted space.
Jack Flash/Sprat is not without risk, and a way to re-flash everything would be welcome. Better than a dead phone
