The ring by category has a quirk. The main ringer will ring for a short period of time before the ring by category ringer kicks in. Is this what you are experiencing?
People either live with it or find a standard ringer that is quiet at the beginning, so they just don't notice the lag.

in my experience, if you check the 'roam ringer' box on the 'incoming calls' category of phone preferences, the roam ringer overides the ring by category.
I noticed the same thing many months back. I did contact Kyocera. I was called by their "Tier III" support who confirmed that the programming was designed to only work when the phone is set to "Ring Only" - NOT "Vib then Ring". You will notice it works just fine when its in its cradle and the vibrate is turned off or you have it in Ring Only. Give it a try and see.
The interesting part is the fellow thought that it did not make sense that it should work that way, and would send in a request to change it for the next software release. But if you have the new release that came out several months ago, it was not changed.
