Hmmm. I never considered the possibility the mic wasn't controlled by the OS. I guess to find out for sure, one would have to disassemble the 'Memos' app and see how it handles recording the voice memos.
As for Kyocera's SDK (which is sorely lacking to begin with), it does offer a call PDQModMute, which can be used to mute and unmute the mic. This would lead you to believe there might be a way to access the mic for other uses, even though Kyocera will never admit this to anyone. Once you have that other access, it should be a simple  matter of getting samples from the mic, and writing them out in a standard format.
