First, check for corruption of your mail file using scanpst.exe. You'll find it in the directory where you've installed MS Office (typically \program files\microsoft office\office 12). Sync issues are often due to corruption in the mail file, and when you've 2000 contacts that are syncing unsuccessfully, that's a distinct possibility.
Second, 2000 contacts is a whole lot for WM. Issues have been reported with syncing 1000 or more on a wide number of different phones, and performance when trying to get to a specific contact has been notably bad. Do you really need all 2000? Could you create an "Old Contacts" folder and move some of them there (if you tell outlook this is an address book, you won't lose functionality on the desktop)? Then you can reduce the number of contacts that are being synced and avoid those issues.
Third, it would help to know what memory is available for storage and programs. Low memory can create interesting issues. Also - are you using either HTC's or someone else's application to really close applications, or are they just being minimized? Leave enough apps open and your phone will eventually go nuts.
Fourth, the POP issues often relate to not having the e-mail account set to use the right data service. For example, if I don't go into the options for my GMail account and tell the phone to use "AT&T Medianet" instead of "The Internet," it won't launch the connection properly.
The on/off switch not working is, to me, a sign that you've got memory issues or a misbehaving application. What apps do you have installed?
