framework 3.5

I apologize if this has been addressed before, but couldn't find anything in the search option. I'de love to install advanced configuration tools 3.0 app but apparently need to update my Touch to compact framework 3.5. I had it synced w/ my pc, and installed it from the Microsoft website, but it hasn't seemed to do anything to my phone.
Am I missing something? Forgive my ignorance, but I don't even know what exactly this compact framework is all about and how to get it installed.
Side question: It doesnt wipe out your phone if you upgrade the framework does it?

No it does/t wipe your phone.
