Yeah, that's what VZW does now. If you fire up their tethering app (on my Q it is ModemLink) in your case ICS and the phone connects, when you open a web browser, you are redirected to Verizon's subscription portal and invited to subscribe. You must be on the $45 plan, because on my phone, being on the cheaper $29.95 plan it offers subscription for $30 ugh. When I was on the $79.99 combo plan it was $15. Used it for almost a year it worked great.
But yes, verizon does track your migabyte usage using this connection and itemizes it on your bill which is good for record keeping and usage tracking since there is a 5 Gig/mo limit tethering allowance b4 overages.
You can call in and turn it off anytime and you will be pro-rated for the balance of the month. Personally I wish they would either standardize a $15 charge regardless of data plan like Sprint now does, or else open it up on a per use basis. That way you could use it in a pinch as you needed to without a monthly charge.
