I found that Windows Update had already downloaded and installed the 2007 Time Zone Update for Windows XP. The Outlook Time Zone Update Tool installed OK, only after I made Outlook my default e-mail program. The Daylight Saving Time 2007 Update Tool for Windows Mobile didn't install, so that all my appointments between March 11 and April 1, were an hour early. The hp fix above corrected that problem.

According to Microsoft, the three patches they have posted will work for ALL Windows Mobile devices. If the Mobile Update Tool doesn't work for you, I suggest you go to the Samsung site and see if they have posted a DST-fix for your specific device.
