Hm, strange.. I installed PHM Registry Editor with no problem. What kind of error msg are you getting?
I prefer and use Resco Registry that came with my Resco File Explorer purchase.
I have found that some programms will install but not put a shortcut into the windows\start menu\programs directory.
This may seem that the program didn't install but it accually did.
You may need to look for the program. Look in the Program Files Directory in Main Memory or maybe on your storage card.
By the way, The warning messages about editing the registry should be taken seriously. You can do things that will get you into trouble. I don't say this to scare people but I would hate to have someone mess up there settings.
The registry is not rocket science. It can be thought of as simply a "list" that the OS and programs refer to for paths, settings, etc. But If you change something that the OS uses to boot and you can't get back to regedit to fix it your kinda screwed.
We all know that computers are made of plastic and metal. They have no real brain and will jump off a bridge if told to.
Many reg edit changes can simply be corrected if done wrong but others can't.
I hope this isn't too much of a lecture but in my work I've seen too many failures that originate between the terminal and the chair.
Do a backup before making changes. It's a pain but someday you'll be glad you did.
