Locked vs bad SIM Question

I just purchased a PPC4100 from TigerDirect.com that was supposedly unlocked. I purchased a T Mobile SIM card off eBay and when I insert this card I still see the following message

'Invalid or missing SIM card. You can still make emergency calls if your service provider supports it.'

Is this the message that appears if the PPC4100 is locked? Or does this tell me the SIM card is bad. (I have double checked the SIM install and it is correct.)

The clip holding my SIM card wasn't locked. When I fully engaged the SIM card my phone works correctly. Now if I could only figure out the Spectec WiFi, I'd be a happy camper.
