seems that is not possible to convert the PPC4100 to 900Mhz. Please refer to my email to Taiwan's Anextek below:

Subject: SP230 Triband 900/1800/1900 - Question

Dear Sir,

I am sorry that I have no way of doing this, the hardware is designed
different,
so it is impossible to do that.

Best Regards,

Subject: SP230 Triband 900/1800/1900 - Question

This document is classified as Normal

Dear Sir,

I understand that AnexTek's SP230 and Audiovox's
PPC4100 are sister-phone. The main diff between them
is SP230 is running with Triband 900/1800/1900 MHz,
but PPC4100 is running with Triband 8501800/1900 MHz.

I am recently facing a problem that the PPC4100 that I
bought from USA could not be used in my country (using
900MHz).

I need your help to tell me if it is possible to
convert my PPC4100 to Triband 900/1800/1900? What
should I do to have the conversion done.

Thank you for your help.

The Audiovox 4100 will only work with GSM 1800. Some telcos will offer dual-band and auto switch 900/1800 frequency, but no guarantee it will work on 4100.
In my country, the most popular telco offer 900/1800, but most of the covered areas are still dominated by 900, that's why I have to use other telcos which is offering 1800 only.

yupe, audiovox 4100 won't work on 900 gsm. And after long -hours searching, I may conclude that at present, the 4100 won't work on 900.

sorry ....
