its most likely both hardware and software but u can still use it if u can chnage he sofware of it and i think its locate dint he phone.dll not exactly sure on that but if u were able to change the band it igh not give you proper reciepion because its o made or the 900 mhz band i think it has somehing to do with the antanna.
i am not sure what u can change about the phone.dll but even if u caan change something about it you cannot copy it or modify it. the file is in the rom. u need to be able 2 access the rom first. or be able 2 compile a rom.
the rom for the 4100 is available on xda-developer's ftp site .
your best bet is to flash it with the anextech rom.
u would probably have to do what i did.
i called audiovox and told that that i cannot flashthe update on my pda because i dont have a computer that is fast enough.
after 6 calls they sent me a cd with a letter that h ad the flash on it. it was all there and i posted it on xda. thats my story thats how i got the rom for the 4100. i dont kow if u can do the same with the other company because i dontknow if they offer a rom update.

u cannot unlock the pda by reflashing it with the updated firmware.
by flashing it again it will lock it to at&t.
the flash is available fo r anyone who wants to dissassemble the file to mod it and compile again . thats the only good use there is to that file.

what i mena by flashing the rom is taking att off the device completely and then putting tmobile on it ya know....i could care less if its locked as long as its to tmobile and i can unlock it anyway lol no biggie.

the only way u can do that is by extracting the image and recompiling it after editing out at&t. i got as far as extracting the rom into little files.
but the problem is i cannot compile the om back to what it should be written as. u can give it a shot. that thread has all the info needed and all the sites that were found on this topic.
