This may be a little premature since I just loaded the 3.1 build last night, but so far my batter life is showing a lot of improvement.
I usually take my iPhone off the charger at 6am ever morning. It's 10:20am now my time and the battery JUST clicked down to 99%. Usually, by this time I would be around 93% to 95% or even less.
I also have received a lot of email this morning, pushing two accounts. This seems to be a very good improvement. So far, the build has been extremely stable with degradation speed, signal strength or voice quality. I can't say signal or voice quality has improved or not since mine was alway very good to start with.

with 3.0, my iPhone 3G was 100% in the car and after taking my bags out of the car (was on a trip), looking through my mail, I then picked up my phone and it was 97%... only like 10 minutes had passed... wtf... Blutooth and wifi were both off...

I think the only real way to test this is to put the phone on airplane mode with the screen 100% bright with no autolock and see how far down the % has gone in say 2 hours, then upgrade to 3.1 and repeat. Too many factors to test it logically any other way. However, after a few days I have noticed an increased battery life with 3GS, not sure if it's 3.1 or because battery has been charged and discharged quite a few times since 3GS was released and the honeymoon is over.
I'm thinking 3.1 is bringing me improved battery life, but you're right about there being lots of variables--especially when one considers Apple said the 3GS brings better battery life in ever are other than 3G talk time.

Isn't teathering turned off in 3.1? I'll take lower bettery life over not being able to teather. Besides... I'm charged when I'm teathered!
Reports are that 3.1 beta 2 prevents the tethering hack that is being used with 3.0. I'm still at 3.1 beta 1 so I haven't been able to verify this yet. Moreover, I understand that beta 3 was released just yesterday. I predict that when the final version of 3.1 is released, someone will figure out a tethering hack for it. The old game of cat and mouse goes on . . . .

My guess is that when the official 3.1 comes out, it will have both tethering and MMS turned on, and my guess is we are 3 to 4 weeks out and will see beta 4 and maybe 5 before it is ready. We only have 5 weeks of Summer left, so it's almost game time for AT&T.

^^ A little disappointed about the notice that Beta 2 would expire at midnight! I know we aren't supposed to be using Beta software on non-testing devices but they could have given us a little more than 6 hours notice! Fortunately it was a Tuesday night and I was home when my phone went pink.

No kidding. Now that I've upgraded to Beta 3, I'm a bit concerned about being hit at the last minute with notice that my iPhone will be bricked if I don't upgrade to Beta 4, especially when I'm going on an out of town trip this weekend. With my luck, Apple will send out the notice about 1/2 hour after I leave town.

Turn off push e-mail.
Turn off wifi if not using it.
The impact of Push e-mail on battery life is, in I believe, dependent on the volume/frequency of e-mail you receive. If you receive a lot of e-mail throughout the day, turning of push e-mail and just periodically checking it (either manually or through preset pull times) will help battery life. If, on the other hand, you don't receive e-mails often, better to keep push turned on.
I have several e-mail accounts on my iPhone. For those those accounts that receive a lot of e-mails, I have push turned off. For those accounts that only receive e-mail infrequently, I have push turned on. This seems to work well for me.

Anybody else having issues with battery life since 3.1.2?
I have a fairly new, 2 months, 3Gs, something seems to have happened recently, after 3.1.2 upgrade I JB'd w/Blackra1n. Now it's almost as if I can watch my battery drain, it's been on now for 1/2 hour and already down to 96% and I haven't even been using it. Yesterday I was out and about, used the camera for a few pics, a few quick videos and mms, next thing I looked and it was at 15%.
The other morning I turned it on, had it on my desk for a few hours and when I went to use it, it was completely dead!
I don't know if it's really an issue with the battery or maybe I should wipe clean, restore and re-JB?
