i see that other emails i get with pdfs actually open ok and come in without the < >.

Go to ActiveSync and hit the menu. Do you have a "Configure Server" option? Or something like "Set up server" (I can't remember what it is if you haven't configured on yet). If it's not "Configure Server," then I believe you're not syncing via the MS protocols and settings. If that's the case, select that option, and use the web address of your OWA server as the server address. I think you're pulling this down through IMAP or POP rather than the Exchange connection.
