A couple of questions?
Thanks for this info, I have had a hard time finding any assistance in getting this to work for a Small Business Server 2008 (SBS 200  server and your steps worked but a bit modified. I purchased a certificate from geotrust to try to get it to work and didn't help. Finally someone at palm told me about the 1024 key size issue but didn't know how to resolve. I contacted geotrust and they told me I had to reissue the certificate at 1024 bytes. SBS's wizard defaults to 2048 so you have to use the Certificate Manager in IIS and not the wizard for generating the request. Once you get the 1024 bit certificate you can use the wizard to finish the certificate installation.
Other things that you need to know for this to work on SBS is you do have to remove the default policy but it's not called "Default". Mine was "Windows SBS Mobile Mailbox Policy SBS". Yours will probably be the same except the SBS on the end unless that's the name of your server.
That did if for me and I now successfully have my Treo 755p syncing with my SBS 2008 with Exchange Server 2007!
