sounds like the unit is defective. if you turn on the wifi switch, even though you may not be able to connect to an AP, you can still sniff or "see" them...

sounds like its defective and the seller sold you a defective phone. you can take it in to verizon and have them smoke it over but they would probably charge you. and get the 3rd party insurance...
