First off there is no incentive for Samsung to come out with an update to a device that has already been released and is at the end of it's life cycle. Samsung has limited resources to work on an effort like this with no benefit to them in the context of revenue.
Second, the same goes for VZW. They do not have the infrastructure to service their customers on the current OS why would they want to go thru the expenses and resources to get another OS certified on an older device.

Both Verizon and Samsung have good history of providing OS updates to Windows Mobile devices long after their release. Both the i700 and i730 got version upgrades (I think the i700 got two of them).
