In regards to #2, I just started using Microsoft MapPoint which exports to PocketStreets, but this seems like a partial solution - providing detail of the cities, but not true-turn by turn navigation.

Would also like to add that you should notify AT&T about overseas usage. If I recall from my time with AT&T, you had to notify them in order to work in Europe. Also, you can purchase SIM cards for under $50 if I recall correctly. Do not have any info on the NAV portion though. Best of luck.
