WRONG.
If you want to use Google Earth (I personally prefer Live Search) you have to have a data package because you are actually downloading maps from the internet.
BUT
If you run TomTom or any other local map based nav software, you DO NOT need a data package. By "Local" I mean the maps reside on the phones memory card.
I do have TomTom and sometimes use Live search but I really like both. For quick local trips I can fire up Live Search faster and get the exact location (Walgreen's on 30th) and turn by turn faster than using TomTom. I prefer TomTom for longer trips, out of state or when I have time to plan the route before leaving.
So if you don't want to spend $15 for unlimited data (what a steal) then you'll have to pay around $100 for any of the local map based navigation software.
