If I remember correctly, MMS is normally installed from the extended rom as part of the Verizon customization at the end of the hard reset. (countdown 3 seconds etc.) If you interrupt that customization by a soft reset - as is often recommended to prevent loading of garbage apps, especially for Sprint - then you won't have MMS on your phone. In that case you would need to navigate to the extended rom and run the MMS installation cab directly. (Navigate with Total Commander or Resco File Explorer, since the extended rom is hidden from the native file explorer). Alternately, hard reset again and allow all customizations to run.
